Legislative Information
Now that the (Bill) MORRIS REPORT is on line, you might want to Bookmark the site (http://winslo.state.oh.us/services/LPD/lpdlegis.html) for state and federal legislation activity. Updates in the latest edition include:
  • H.R 3194 FY 2000 Consolidated Appropriations Act which provides $166.8 million in LSTA funds has become law
  • HB 389 Patron Confidentiality Legislation has passed the house and is now in the senate.
  • HB 400 County Prosecutor Legislation has now passed the house and is currently in the Senate Judiciary Committee.

Ever wonder how many items can a computer Bookmark hold? Even if it is almost filled, you might want to add the home page of the state auditor (http://www.auditor.state.oh.us) which includes GrantSource. A collection of links to other sites plus current news about state and federal grant happenings.

No filtering in Holland
A ballot issue to force the local public library in Holland Michigan to install filtering software was defeated last week 55% to 45%.

Napster makes some serious noise
Without a doubt coming soon to a public access or student computing terminal near you – Napster. The subject of much controversy related to copyright violations Napster allows users to easily search for and download multi-media content in the format of MP3 files, which are high quality sound files. Initially only the recording industry took note of the problems Napster produced – mainly the easy and wide-spread distribution of pirated music. Lately a number of colleges and universities have also faced the Napster issue with many deciding to block access to the popular service. Why? Well files downloaded from Napster are large (usuaully 3-8 MB in size) and Napster has been so popular that traffic to and from the site is clogging University networks and impacting other computing applications. Napster brings a larger issue into focus - the lack of capacity for existing networks to deliver high-speed audio and video content that Internet users are beginning to demand.

Processor price drop
With the pending introduction of the 850 MHz processor Intel announced 10-29% cuts in chip prices yesterday – expect these to translate into savings on new PC purchases within the next month. The biggest savings will be realized on chips operating at speeds of 700-750 MHz making these systems an attractive performance bargain in the near future.

AOL Anywhere
Agreements between AOL, Motorola, and Nokia confirm that soon consumers will be able to access AOL content (such as email, instant messaging, and other informational services) for a host of wireless devices.

Registry of medical experiments on the web
A very serious reference question that all too often cannot be answered either easily or completely deals with the availability of experimental treatment and/or clinical trials for serious illness. A new site developed by the National Library of Medicine (NLM) may provide significant assistance in conducting such research. The difficulty experienced by many patients trying to locate and evaluate experimental studies prompted Congress to order NLM to create an on-line registry of all clinical trials for serious illness. The registry will contain an explanation of the experiment, a list of locations and contacts, eligibility requirements, and an evaluation of the known risks – all in consumer friendly language with a minimum of medical terminology. The site currently lists 4,000 studies and is growing rapidly.

Partnership for Proficiency Testing

Resources are now available to NOLA member libraries to help students prepare for the Ohio Proficiency Test!

Through a partnership program with all of the Regional Library Systems in Ohio, NOLA members now have access to a listing of excellent resources that can be added to your local collections for the benefit of students, parents, teachers, and school administrators.

If you were not able to attend the NOLA Workshop on February 16th, entitled "Become Proficient on the Proficiency Tests!" you may contact Lori Putt, CE Consultant for NOLA, to receive a packet of information that is "chock-full" of great information that you can use to better serve student patrons who are studying for the 4th, 6th, and 9th grade Ohio Proficiency Tests. The resources included in this packet include:

  • vendors that specialize in proficiency test materials;
  • samples of publicity materials to attract students and families to come to the library to get help in preparing for the tests;
  • a listing of internet sites where parents can learn more about the proficiency tests;
  • a listing of internet sites where students can take actual practice tests online to assist them in preparing for the actual testing.

Proficiency testing in Ohio begins on March 20th for all 4th and 6th grade students, and the Spring Testing for the 9th Grade Proficiency Testing begins on March 6th. It's not too late to provide this valuable information to your students and patrons who are seeking assistance in taking these tests!
