Filtering Amendment Added to Appropriations Bill - ALA News
Item
On September 23, the House Appropriations Subcommittee added by voice vote an
Internet filtering amendment to the FY2000 Labor-Health and Human Service-Education
appropriations bill. Offered by Rep. Ernest Istook (R-Okla.), the amendment requires
federally funded computers in public and school libraries to filter obscenity and child
pornography.
ALAs Washington Office notes that the Istook amendment applies to all federal funds
used for the acquisition or operation of any computer that is accessible to minors and
that has access to the Internet, encompassing grants under the Library Services and
Technology Act (LSTA), as well as the National Endowment for the Humanities, the National
Science Foundation or any other program or activity of any federal agency. It also could
possibly apply to the e-rate, which could be considered a program of the Federal
Communications Commission.
The appropriations bill, including the Istook amendment, is now awaiting action by the
full House Appropriations Committee.

Securing Digital Text
Adobe and Intertrust are partnering to change possibilities available to the publishers of
electronic documents. Some of the implications of this technology are the ability to
control how documents are used, whether they can be sent to others, printed and more. The
possibilities created by this technology include: on-line purchasing of articles and
documents, limited use ejournal subscriptions, and pay-per-use access to various
electronic information resources.

Balls, Strikes, and Bytes
With the baseball playoffs beginning this week I thought some of you might find an article
about combining technology and baseball of interest. The task of calling balls and strikes
in a major league baseball game has always been tough; but, with a growing number of
pitchers throwing in the upper nineties and above the job has become even more
difficult. In an effort to prepare umpires for the challenges that these pitchers create
Major League Baseball is working to develop a computer-based simulator to help umpires
improve their ability to call balls and strikes.

Self-Destructing E-mail Developed
"This message will self-destruct in 30 seconds." So you
liked Mission Impossible, you're into 007 and Maxwell Smart - welcome to the world of
self-destructing email. Disappearing Inc. has developed a technique that through the
use of encryption technologies allows users to send email message that can only be
accessed for a limited time. After the timer expires the user can no longer read the
text. Expected to hear more as the release date of early 2000 draws closer.
