Microsoft Statewide Purchasing Agreement Meeting
Time/Date: January 18, 2000 – 10:00 AM
Location: NOLA Office
Cost: Free

NOLA and the other regional library systems across the state are currently involved in negotiations with Microsoft to provide significant discounts to member libraries on the purchase of Microsoft software and other materials. An initial data collection project has been completed and we are ready to move forward with the development of this program.  The next steps in this process are to provide libraries with detailed information about the program, discuss library and home use licensing options/requirements, and assist in the development a library sales forecast.   If you are planning to participate in this program or would like to learn more please join us for this informational meeting.

Please note: due to licensing restrictions enforced by Microsoft this program is currently available to public, private school, and some special library members, many public school and academic libraries are already eligible for similar Microsoft discounts through existing OECN or campus agreements.

Dr. Laura "Warrior" Persuades Ohio Trustees to Install Filters
Trustees decided December 14 to install filters on four computers in the children’s room of Upper Arlington (Ohio) Public Library, as a result of a complaint to the city council over open access. Charles K. Reed, a regular listener of Laura Schlessinger’s syndicated radio show, went to the library last September and found, he said, "two teenage boys perusing porn on the Internet," according to an announcement on Dr. Laura’s Web site.

For his activism, Reed earned the first Dr. Laura Warrior of the Month award in October, consisting of a t-shirt and a pair of airplane tickets. Beginning March 1, minors must have a permission slip from their parents that indicates whether or not they should have unfiltered access to the library’s computers, according to the December 17 Columbus Dispatch.

Everyone makes mistakes, even Microsoft
Someone at Microsoft forgot to pay an important bill over the holidays and as a result many users of Microsoft's free web based email service, Hotmail, were denied access from December 24th until sometime on December 25th when a good samaritian paid the bill for Microsoft. The bill which wasn't paid was the $35 registration fee due to Network Solutions for the registration of the domain name passport.com which is used to provide functionality to the Hotmail service.

Online sales are tax free, right?
While it looks like consumers are safe from Federal taxes on the Internet (for now) the issue of state taxes has been raised by at least two states - North Carolina and Michigan.
Both states have added lines to income tax forms asking residents to declare and pay a 6% sales tax on their out of state purchases, including those purchases made via the Internet.  Many states acknowledge the difficulty in collecting a sales tax on Internet purchases, however; there is a growing realization that as Internet spending continues to increase the funds collected from traditional state sales taxes will be reduced.
