Telecom Bill Pieces Ruled Unconstitutional, FCC to Appeal A Texas judge ruled last week on several key parts to the landmark Telecom Bill, effectively gutting it according to some industry folk. The ruling is primarily focused on the provisions for RBOCs, or Baby Bells to enter the long distance market. The FCC has vowed to appeal the ruling. FCC Addresses USF Issues Raised by Petitioners On Christmas eve, the FCC released this press release concerning issues raised around the Universal Service fund. Of particular interest was this statement concerning eligibility; "finds that, to the extent that states, schools, or libraries build or purchase wide area networks, the costs are not eligible for universal service discounts."
